The Elenco F1000 is a high quality design (for its time) with an oven-stabilized crystal reference. The user manual and circuit diagrams are readily available and I can provide a softcopy to the buyer. As well as the frequency measurement function (10Hz to 1GHz) it also has pulse counter and pulse interval functions.
The unit powers up OK and passes the self tests documented in the manual. I paid $30 for it at a swop sale, your $30 takes it, pick up in East Hill, Vernon. One is currently listed for $90 USD on eBay.
